The Rites of Hajj (Kitab Al-Manasik Wa'l-Hajj)
" لَيْسَ عَلَى النِّسَاءِ حَلْقٌ إِنَّمَا عَلَى النِّسَاءِ التَّقْصِيرُ "
The Prophet (ﷺ) said: Shaving is not a duty laid on women; only clipping the hair is incumbent on them.
