The Book of Adornment
" احْلِقُوهُ كُلَّهُ أَوِ اتْرُكُوهُ كُلَّهُ "
The Prophet [SAW] saw a boy, part of whose head had been shaven and part had been left. He forbade that and said: "Shave all of it, or leave all of it."
